Dr W H Fok
Dr W H Fok is a veteran engineer, knowledgeable in dispute resolution, as well as an expert
trainer of engineers.

He has involved in managing major infrastructure and building projects in Hong Kong, China
and Singapore during his 26-year career in the civil/structural engineering profession. He
played a significant role in many mega-size projects including Route 8 (Ngong Shuen Chau
Viaduct, West Tsing Yi Viaduct and East Tsing Yi Viaduct), an extensive aluminium producing
plant in Zhaoqing, West Rail, Shenzhen MRT Line 4, a huge factory in Shunde for producing
power plant components, Deep Bay Link, Tsing Ma Bridge, Route 3 (Country Park Section),
Chek Lap Kok Road and Railway Network, a bus depot, Kwun Tong Bypass, an underground
self-defence station for Singapore MRT and the Guangzhou-Shenzhen-Zhuhai Superhighway.

Apart from his engineering business, he is also active in dispute resolution matters. He
represented City University in the 2001 Willem Vis International Commercial Arbitration Moot in
Vienna and acted the leading role of mediator in an one-hour long educational video for the
training of law school students. He is a Fellow of the Cheung Kong Centre for Negotiation and
Dispute Resolution of Shantou University and has been included in the internal list of arbitrators
and mediators of the Hong Kong Institution of Engineers since 2005.

As a training expert of engineers, he has a proven track record in training fresh engineering
graduates to obtain their professional qualifications. He was the training leader of the Civil
Group of Ove Arup & Partners Hong Kong Limited for more than ten years. Graduates trained
under him completed their HKIE Training Scheme ‘A’ (Civil) in depth and have extremely high
passing rate in their first attempt in civil and/or structural qualifying examinations both in Hong
Kong and UK. He has been Lead Assessor/Reviewer for Professional Assessment/Review of
HKIE, ICE and IStructE for many years. He is an Adjunct Professor of the City University of Hong
Kong and a part-time lecturer of the University of Hong Kong.

He got a Master of Science degree in Engineering, a Master of Arts degree in Arbitration and
Dispute Resolution, an Engineering Doctorate degree, and possesses several professional
qualifications including:
